New Vacancy-Local Legal Expert Assignment-Legal Screening and Inception Support for U.S.-funded Governance and Legal Reform Program (Armenia)
CSD-Consulting seeks to engage a local Armenian legal short-term expert to provide specialized support during the program's inception phase. The expert will contribute substantive legal expertise on Armenian legislation, institutional mandates, and regulatory frameworks relevant to the program's scope.
Legal Screening
- Review and analyse a minimum of 20 legal acts, regulations, sub-legislative acts, and policy documents relevant to the program's thematic focus
- Identify gaps, overlaps, inconsistencies, and implementation challenges in the existing legal framework
- Assess alignment of Armenian legislation with relevant EU standards and applicable international norms and best practices
Analytical Contribution
- Contribute to the legal analysis section of the inception report, including findings and preliminary conclusions from the screening exercise
- Provide written analysis in English
Technical Coordination and Support
- Participate in internal team meetings and review sessions as required
- Support the identification of additional legislative documents for inclusion in the project reference library
- Provide expert input during coordination meetings with relevant counterparts where applicable
Deliverables
- Completed screening sheets for a minimum of 20 legal acts and policy documents
- Summary analytical note on key gaps and alignment issues identified through the screening
- Contribution to the legal analysis section of the inception report
- List of additional legislative documents recommended for inclusion in the project reference library
Qualifications and Experience
Required:
- Advanced degree in law, with specialization in public law, administrative law, or international law
- Minimum 5 years of professional experience in legal analysis, legislative drafting, or legal reform in Armenia
- Strong knowledge of Armenian legislation and institutional frameworks in relevant fields
- Familiarity with EU legal standards and applicable international frameworks
- Proven ability to produce concise, structured analytical documents
- Proficiency in Armenian; working proficiency in English
- Understanding of border guard legislation, institutional mandate, and operational legal framework in Armenia is considered a significant asset
- Having access to Arlis platform
Preferred:
- Prior experience working on donor-funded program or with international organizations active in Armenia
- Experience engaging with Armenian government institutions
- Knowledge of comparative legal frameworks from EU member or candidate states
Reporting and Management
The expert will report directly to the CSD-Consulting Project Manager. All deliverables will be reviewed and approved by the project team prior to onward submission. The expert will be expected to participate in regular coordination calls and respond to feedback within agreed timeframes.
Period of Engagement
The assignment corresponds to the program's inception phase. The total estimated input will be confirmed upon contracting and agreed with the selected candidate prior to commencement.
Contractual Arrangements
The expert will be engaged as an individual consultant under a short-term service contract with CSD- Consulting LLC. Remuneration will be based on a daily rate agreed prior to engagement, subject to CSD- Consulting's standard terms and conditions and will be paid within 30 days after work is completed.
